WebNov 18, 2015 · Fallout 4 quest oldguns throw a smoke flare into the target area WebOne for "Power up radio transmitter", which i've already done before, and building mode shows the transmitter as having power but not a worker, but i cant assign any workers to it. Can't control the minutemen, and can't assign a settler. When I go to throw the smoke grenade, nothing happens.
