WebEating Vegetoid is indeed safe for pacifist runs. Should have done a little more research, I apologize for misleading you. Kind of odd that there are multiple Act-based pacifist options for an enemy though. I can't immediately think of any others that do that, though I never did experiment with the Act options too much once I found one that worked.
