To build an up stair without a natural wall you must create a construction which is found near the bottom of the build menu if I remember right. In normal df, you can manually construct an UP stair, and then in the level above, manually dig a DOWN stair. In steamDF, stairs are handled more automatically and it wont let you build + dig stairs in the same designation.
