It also says: "The white, yellow, and green pins are factory pre-wired." So I imagine you don't need to connect one switch to the other, unless somebody ripped something out. The rear light wire should be at the opposite side of the switch from the headlight wire. There should be a second wire in the harness that goes to the rear light.
